[IASHRM] Work Comp and COBRA

I have recently started a new position at PMI and found that we have an employee who is currently out on Work Comp and is paying "his" share of his insurance to keep his coverage.  Are there any rules/laws that govern this?  For example, could he be offered COBRA and pay the full amount each month?  Or is this the decision of each company?
