We agree that any check that we want to send our employees would be under this law and that is why we are having "everyone" sign it.

You heard right. It's the law now. 

For everybody else I have a question. Do you think the law applies to
incentive checks? I suppose it would. We have a discretionary incentive
plan based on material and labor savings by individual job. The
incentive checks are of course created by our payroll system.
