[IASHRM] Iowa Law regarding authorization to mail paychecks

I would completely second these remarks! I also didn't hear anything about these ideas while they were in the process of becoming codified.
John (John Noll, IASHRM Legislative Director) do you have, or could you get, any background info on how this thing became law? IE what or who drove the legislation? Seems like it snuck under our and ABI's radar while we were busy fighting expansion of public bargaining topics.
Obviously this is a topic a lot of Iowa SHRM members would have liked to have had some input on.

This one seemed to come out of nowhere. I would have to agree that it seems absurd and would be interested in hearing why it was initiated. It is particularly burdensome when the employee abandons their job and the phone numbers are disconnected. We're required to have their pay to them within a specified amount of time, but we can't mail it and can't reach them by phone. I guess eventually they will call. It seems like they implemented this without any regard for the existing laws and the impact it would have.

Has anyone out there heard about the new Iowa law that requires employers to secure authorization from an employee to mail their paycheck to them?
We did and can hardly believe it. The form we sent to our associates has them questioning whether or not our legislators have lost their minds. Does
anyone know where this idea came from? The idea of having to get permission to send someone a paycheck when we are required to pay for
work done sounds pretty absurd.
