[IASHRM] Iowa Law regarding authorization to mail paychecks

I am more concerned about how the employer is now responsible for
overdraft charges that employees receive due to receiving their paycheck
late.  I haven't been able to find any good detailed info on this - what
happens if I mail the paycheck on time, but due to the post office, the
check is delivered after normal pay date and therefore the employee
incurs overdraft charges.  The way I read this new law, the employer is
responsible for the charges - your thoughts/interpretations on this?
